Electronic Resources: Access and Use Restrictions Policy

The Hanford Technical Library (HTL) contracts with a variety of vendors and publishers to provide authorized users with thousands of electronic resources (databases, eJournals, eBooks/ePedias, etc).
Electronic Resources, like print materials, are intended for individual use. Multiple copies or downloads of large amounts of material may violate license agreements and is in violation of HTL policy.
Most electronic resources provided by HTL are governed by license agreements with the publishers, database, eJournal, eBook/ePedia providers, and/or vendors of these resources. HTL wants to ensure that authorized users understand the importance of complying with terms and conditions set forth in the licenses. Failure to do so may give cause for the publisher to terminate our access to the product for the entire Laboratory and/or Hanford Site community. Breach of these terms and conditions may also result in financial penalties.
The majority of licenses contain the following user responsibilities and access restrictions. Please familiarize yourself with them and adhere to "good practice" by avoiding improper use.
The following are usually NOT allowed:
- Systematic downloading and/or archiving of excessive portions of databases or electronic journals, as well as downloading of entire issues.
- Example: The HTL has online access to Volume 88, issue 3 of Biotechnology and Bioengineering a Special Issue on the topic of Stem Cell Bioengineering. You are working in that field and would like to have all of the articles for your background research. It is a violation to download the entire issue. The library can help you purchase a copy of the issue for your research collection. Contact the Information Desk for assistance (509) 372-7430.
- Posting downloaded material on a website or to an e-mail list. Emailing of articles may be allowed depending on individual product licenses; check with HTL staff about the license terms and conditions for the specific product you wish to email prior to doing so.
- Removal of copyright notices or other notices contained in materials.
- Selling or re-distributing content to unauthorized users outside your company.
- Use of materials for commercial purposes.
The following is NEVER allowed:
- Sharing of HTL passwords or other access information with users outside your company.
In addition to these usual restrictions, publishers may have other "terms and conditions" posted on their websites. If you have questions about your intended use of any electronic materials, please contact the Information Desk.
